JSX attribute Completion Detection

There is an issue where JSX Attribute completion doesn't recongnize that there is already an equals with the intended definition.

Also possibly as setting to make the JSX attribute className have definition of like this: className={} instead of className=''

This is also exacerbated with multi-cursors. If you have:

foo={foo}

select both occurrences of foo, start typing, and accept the completion for bar, you get:

bar=''={bar=''}
