Update DistributionInfo.json to add "eLxr" section to "ModenDistributions". This commit adds eLxr to the Microsoft WSL's official distribution manifest, allowing users to pull and install it in an automated way (`wsl --install eLxr`).

LGTM, thank you for doing this !
One minor comment is that the distro currently has the console-getty.service & getty@*.service enabled at boot, which aren't useful in WSL so I'd recommend disabling them.
Feel free to do this in this PR, or as a followup in the next version update though.
