… but the WindowsAppRuntimeInstaller.sln wasn't. Better to be self-fulfilling in case code changes again in the future to avoid unknown-symbol pains

Restored the restore plus the 1-liner fix
#include <sddl.h>to ensure Installer (and anything else in the future) doesn't get cranky and fail to compile due to unknown symbol
