.NET: Need to provide a Critic Workflow Sample as Unique Pattern

Problem Statement
Currently, the repository lacks a comprehensive Workflow engine driven example that provides:

1. Iterative feedback loops with conditional routing back to previous stages
2. Quality gate patterns where an AI agent acts as a reviewer/approver
3. Max iteration safety mechanisms to prevent infinite loops
4. Multiple message handlers in a single executor handling different input types
5. Shared state management for tracking iteration progress across executor invocations
6. Structured decision-making using JSON parsing for agent-driven routing decisions

Thus it is not a "black box" groupchat but a fully trazable, able to render as a graph, custom-fit-sized for the task, lean, simple and reusable (sub workflow, adjustable, etc...)

Hi @markwallace-microsoft, once I am done with the NET PR I can try to port it. I guess this would go to https://github.com/microsoft/agent-framework/tree/main/python/samples/getting_started/workflows/_start-here right? but looking at the Python agent samples, those seem a better place though.
