[FEATURE] Allow multiple targets in apm.yml

Currently there is no option to have multipe targets in apm.yml
It is either copilot # or vscode, claude, codex, or all

Since our organization is using both copilot and claude, setting it to all generates redundant output

Describe the solution you'd like
I would like to be able to define a list of targets eg:

name: my-project
version: 1.0.0
target:
  - claude
  - copilot

[srid]

Would also be nice to support it in the CLI:

❯ uvx --from git+https://github.com/microsoft/apm apm install -t claude,opencode
Usage: apm install [OPTIONS] [PACKAGES]...
Try 'apm install --help' for help.

Error: Invalid value for '--target' / '-t': 'claude,opencode' is not one of 'copilot', 'claude', 'cursor', 'opencode', 'codex', 'vscode', 'agents', 'all'.

Especially as the lock file is impacted by this.
