Add reference documentation for the new 'aspire wait' command that blocks until a named resource reaches a target status (healthy, up, or down) with a configurable timeout. This enables CI/CD and automation workflows where callers need to wait for resources to be ready after 'aspire run --detach'. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
