[PORT] Update telemetry logger to include attachments #437
Description
Port this change from botbuilder-dotnet/master branch:
microsoft/botbuilder-dotnet#3737
Addresses #1574 in JS repo (microsoft/botbuilder-js#1574)
Telemetry logger will now include the collection of any attachments sent with the activity, if the LogPersonalInformation flag is set to true.
