Android: Compile app using 16 KB ELF alignment

Google started to run tests for 16KB compatibility, and those are failing

Looks like it requires update of build tools

I see the latest ndk in the cpp_client_telemetry module is r29, from what I understand this is still in beta. Shouldn't we keep it mapped to latest stable release or LTS?

Agree should be r27 LTS
