This is the only way to make cross compiling to ARM64 possible.
We can't run the tests on the runner, so provide a download for others with an ARM64 Windows system to verify the tests locally.

I have to change the ARM64 cppwinrt build to use the x86 prebuild tool, and all ARM64 tests to use the x86 cppwinrt tool so that they build on the x64 runner.
