This looks really good to me, just had a couple questions here and there. I didn't mark as approve since I'm less familiar with execution targeting, and as I'm not as confident there, but it looks good to my knowledge!

This PR enables Azure Quantum job execution by validating and loading the required provider packages in response to an
%azure.targetcall.It also includes a few other minor improvements:
channel.Stdoutcalls to print helpful information during magic command execution.
