bump minimum required version to ruby 3.2 #49
Description
3.0 is end of life and 3.1 will be in 3 months from creating this issue.
We should:
- bump the required version
- update the workflows
- if the repo hasn't been grouped (Group Ruby Kiota repositories #43), create new issues reflective this one in all implementation repositories
- create reflective issues in graph core, v1 and beta repos
