Generate test data from spec

Create a plugin to generate test data in json for testing generated code for all languages.

1. Create a virtual environment using python extension "Create Environment" command.
2. Be sure to install all requirements.
3. Run the following command from a terminal in VS code:

python -m generator --plugin testdata
