This PR removes the logic for passing GitHub Actions cache URLs into the Docker container and updates GPU detection logs from warnings to info messages.
- Change GPU detection failures from
core.warningtocore.info - Remove the
shouldPassCacheVarsflag and all related cache environment variable handling - Update the mode-run log to no longer mention cache variables
