Description
Reverts QNN SDK logging verbosity changes from #24931 (commit ec4f6bf). Also merges latest
maininto the branch.Motivation and Context
Logging on QNN backend destruction (when releasing QNN context handles) caused segmentation faults even with empty user logging functions. The logging verbosity fix introduced in #24931 is the root cause, necessitating a full revert.
