Description: Add API to allow configuration of the global thread pools.
Motivation and Context
This is a requirement from the Bing Ads team. In my original PR, these options were exposed, but a later change made them opqaue and didn't allow configuring them. They would ideally like this to be included in 1.5 release so that they don't have to fork the repo to use this feature.
