Add a switch to PerfView to disable NGEN Pdb generation for .NET Core assemblies using CrossGen

We will need to do a merge for our prod profiles and there is no crossgen.exe available on the VMs and we get lots of log entries like below:

We should actually remove the Crossgen.exe part of PDB generation all up since crossgen.exe is no longer used. Let's use this issue to do the following:

1. Plumb a command line switch to not generate NGEN PDBs during collection.
2. Remove generation of NGEN pdbs using crossgen.
