This is the skeleton implementations for Trotter-Suzuki expansions
* TrotterStep class wraps the basic functionality of a Trotter step
* StrangStep class subclasses TrotterStep for the (second-order) symmetric Trotter step
* TrotterExpansion wraps the basic functionality of a full Trotter expansion
* Test file included.

This PR is disjoint from #2912.

This is the base class for a magnet model.
* Draws on the geometry from the Hypergraph class (base class for
geometries)
* Only implements simple modification of the Hamiltonian
* Test file included
This PR is disjoint from #2912  and #2913
