A couple of small build script fixes:

  1. Make sure the repo can be built end-to-end on any platform (before, we were only building the native elements)
  2. Have the ability to skip the native elements (this helps with the QDK end-to-end build).
  3. A new bootstrap.ps1 that combines the platform specific bootstrap scripts.
