Add API to enable/disable Developer Menu capability

Proposal: Make it possible to dynamically enable/disable the Developer Menu feature

Summary

Currently, the Developer Menu is only available in CHK builds. This issue is tracking adding an API to control the feature so it could be turned on in FRE builds.
