Unable to Publish NuGet Packages for 0.61-stable

Our build script to generate version environment variables seems to indirectly lead to compilation failures in the publish pipeline for 0.61-stable. This shouldn't affect consumers through npm, but means we are not currently publishing a NuGet package for 0.61-stable.

The version issue was fixed with #4489. But there is another issue blocking publish.
