Use VS 2026 in CI

Failure here is likely fixed by https://github.com/dotnet/runtime/pull/115951/files#r2489214015 but we are not consuming the fix yet. I think a patch should be first published to NuGet.org. Then eventually we will have it updated in .NET 10 SDK:
