Adjusts the repo-pinned .NET SDK/toolset version in global.json as a temporary workaround for official pipeline failures (pending an Arcade fix), ensuring builds use a known-good SDK revision.
Changes:
- Downgrade the pinned .NET SDK version in
global.json. - Keep
tools.dotnetandsdk.versionaligned to the same SDK build.

#7628 didn't work to fix the failures we have in official pipeline.
This is a workaround until dotnet/arcade#16642 gets merged and flows.
