[python] add test case for http-client-python

GOAL:
add new test case in https://github.com/microsoft/typespec/blob/e4ff00e16e102e787767cc21b726c2a9e359e8ee/packages/http-client-python/generator/test/generic_mock_api_tests/test_encode_array.py and https://github.com/microsoft/typespec/blob/e4ff00e16e102e787767cc21b726c2a9e359e8ee/packages/http-client-python/generator/test/generic_mock_api_tests/asynctests/test_encode_array_async.py for #9390 which defines expected request and response.
