Add test for Pylance onTelemetry handler

Relaying of telemetry from Pylance to VS Code was accidentally removed for desktop scenarios in #18884.

Would be great to have a test to ensure this doesn't break again.

closing this as now it's called out that Pylance now relies on the Python extension to send telemetry.
