Remove and delete labels that are not used by extension

Add a nightly cron GH Action to remove labels that are not part of the allowed list of labels in the extension.

We often get labels when issues are transferred over from other repositories. Sometimes these are specific to those repositories. This task should remove any labels that are not part for the allowed list of labels:
