Show "install Jupyter extension" only if users have rich output in REPL #24192
Description
Show "install Jupyter extension" only if users have rich output in REPL.
- Would have to first define what counts as "rich output".
- Figure out how to detect the rich output. Whether it is parsing output that we get from native repl server, or other.
- Show Install Jupyter extension to suggest ipykernel for higher fidelity options.
