Toggle Editor Layout should hidden when there is only one editor group

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.74.0 ba9399b
• OS Version: Mac 12.2.1 intel

Steps to Reproduce:

1. Use vscode to open any directory.
2. Open a file and switch the Open Editors view to visible, you can see that this toggleEditorGroupLayout command is visible, but clicking on it is useless at this time.
3. Open two editor groups like the screenshot, the command at this time is available.

I think if it is not available here, it is better not to display it.

Thanks for creating this issue! It looks like you may be using an old version of VS Code, the latest stable release is 1.73.1. Please try upgrading to the latest version and checking whether this issue remains.
