Brief description of your issue

When authors submit a PR, the CLA verification system ensures users have signed the Microsoft CLA.

We do not have an ETA yet, once we get one or the issue is resolved, I'll either update or close the Issue.

Steps to reproduce

Submit a PR.

Expected behavior

The CLA verification process confirms the author has signed the CLA so the PR can be approved/merged.

Actual behavior

CLA signing does not complete.
