The new version is available under https://download.microsoft.com/download/4/7/c/47c6134b-d61f-4024-83bd-b9c9ea951c25/Microsoft.VCLibs.x64.14.00.Desktop.appx. This PR should not be merged until we add that version first in the repo, I've created a PR to add that in #137497

@stephengillie - Is it possible to create and add another label (alongside Needs-Author-Feedback) , something like Last-Version-Remaining so that it's easier to filter when someone is going through these PRs.

@stephengillie - That is an example of Copy and Replace within the same PackageIdentifier, so that does not give the same error.
