homedir not being created on EW-AI container

This might make more sense in the pown.sh repo. I see 3 issues

1. mkhomedir.so needs included in /etc/pam.d/common-session per the template in /usr/share/pam-configs/mkhomedir
2. sudo needs installed to the container template
3. the %9999 sudoers file needs added

This is on the "Debian" template if that matters. I have not tested the Rocky template.

Created a new clone of the EWAI template and made the following modifications.

1. I noticed an error in relation to running sudo pam-auth-update --enable mkhomedir so I ran dpkg-reconfigure locales and selected en_US.UTF-8 UTF-8. Afterwards I reran this with no problems.
2. Simply installed sudo to the new template
3. Created the proxmox-sudo file and set permissions to 440.
