Limit the number of songs per artist and per album in the queue

Can we add a configurable option to allow an implementation of MusicParty to limit the number of tracks from a given artist a user can request with a (configurable) cooldown (not dissinilar to down-voting).

So:

$artistlimit=2 *0 means unlimited
$artistcooldown=600 *in seconds

Updating this for the following:

• Configurable limit in settings
• Max number of tracks by an artist in the queue
• Max number of tracks from a particular album in the queue
