getBounds() on EmpBoundingArea needs to be refined such that all four corners are on the screen.

Calculation of Bounding Box from Emp Bounding Area was completed and tuned for MGRS grid. Note that corners of the bounding box represented by GeoBounds may or may not be in the visible on the screen. East and West bounds are calculated to provide maximum coverage at the center of the map.
