Deprecated techniques are appearing in incorrect sections of the Layer Upgrade UI

Techniques marked as 'deprecated' are incorrectly appearing in the Layer Upgrade UI in the "review additions" section (potentially other sections as well). They should only appear in the "review deprecations" section. An error is thrown when the panel is expanded:
