Description of what has changed
Re-worked the logic for versioning previous ATT&CK instances. It doesn't git clone itself anymore, but rather uses git archives that are pre-processed.
Issues addressed by pull request
The biggest thing this addressses is the time it takes to build the website. But it also removes several redirects that aren't used anymore. Additionally it focuses the website so that previous versions of Resource type pages aren't kept in favor of their latest pages. Finally it re-imagines how to get to the Excel files for previous versions of ATT&CK
