Disabled UP038 because it was going to change a ton of stuff, let's do that separately in a PR we can add to the ignore-revs.
Not merging until mne-tools/mne-installers#290 lands, which depends on conda-forge/mne-kit-gui-feedstock#6 and mne-tools/mne-kit-gui#23.
