Selecting dashboard doesn't default to 'dashboard' after logging in

I was logged out then clicked 'Dashboard' on the main page. After logging in the Campaign Manager page shows 'Responses' as the default item instead of 'Dashboard'

The referrer I'm receiving in the navbar is: https://test.mobilizingcs.org/navbar/campaign_mgmt/. I'm not totally sure anything can actually be done about this save for hackily saving some sort of state before redirecting...definitely an issue in https://github.com/mobilizingcs/campaign_mgmt though, since it's doing the campaign selection bit of this.

Just to clarify, a hash is only ever client side, and can never be included with a referrer string (which is how the redirect works), so I'm expecting that given this implementation, there is very little that can be done to resolve this issue. @jeroenooms can clarify and close as wontfix though if that's the case.
