Carry some changes from #3204 that adds a bake definition for our dockerfiles in
./hack/dockerfilesto start with.doctoc validation/update from
generated-files.Dockerfilehas been moved to its own Dockerfile and authors scripts as well for consistency.Also looking at what has been discussed in #3649, I have simplified the vendoring (cc @thaJeztah).
