Update etcd version

We're currently importing github.com/coreos/etcd v3.2.1. The latest release is 3.3.3, so we're at least one dot release behind. Let's use this issue to track discussion and PR(s) required to do this.

@olljanat I am no longer maintaining SwarmKit, and didn't get a chance to test this out. Please check with current maintainers. Thanks!

There was a PR for this, but I think that was closed because more testing was desired #2718

OK. Was just curious as this one have P1 label.

Anyway looks that TestNodeAllocator have been failing so it is probably good idea to wait that #2615 will be merged as it replaces it before try etcd upgrade again.
