Add jq to deps

Description of changes:

One of the tests introduced in #2464 uses jq:

kani/tests/script-based-pre/cargo_playback_opts/playback_opts.sh

Line 15 in c87fb24

executable=$(echo ${output} | jq 'select(.reason == "compiler-artifact") | .executable')

Make sure it's included in scripts that install dependencies.
