Discussion at the FMI Design meeting:

Andreas J: As this is very important, should we put it in the core standard?
Pierre, Christian: It can all be done with a layered standard. Faster updates are possible this way.
Christian: We should make the appendix non-normative, as it will probably move to a MAP-Coord layered standard
