Support sampling of span capture for heartbeat operations

In most hosted agent/MCP cases, there's a very high volume of ping/heartbeat messages which gets captured as span. These are fairly useless for any troubleshooting or analysis use case. We need a way to sample out such spans.

@isuniverseok-ua , you are welcome to pick this one. I would suggest checking out Issue #334 . Working on that patch would provide a good overview of Monocle's core and meta models.
