remove old cot keys

The prod tests will show us when the latest release/nightly graphs are all based on tasks using the new keys; let's not merge until these are green, or we explicitly determine that we don't need to wait on a given bustage.

Green! I had to adjust our test configs to get this green due to #509, but this now fixes #509 as well.

Both of these failed on build:docker-image. I'll need to rebuild cached tasks in each of these, and potentially others (scriptworker{,-scripts}, glean, ?).

• Glean actions aren't working properly. Opened a PR to try to fix so I can rebuild the build-docker-image-linux task.
