Use black

I stopped caring about most styling issues when I started using black in bugbug, I think it'd be nice to use it for relman-auto-nag too.

pre-commit makes it very easy, maybe we can copy the config from bugbug: https://github.com/mozilla/bugbug/blob/master/.pre-commit-config.yaml.
