Track URL requests by client_id

We need to track how many unique clients are requesting a given URL so that we can get an understanding of which URLs are

1. 'less private' by merit of the fact that multiple users have independently visited them, which theoretically should allow us to access this data for internal development and testing without compromising user privacy and

2. help us inform on the cache effectiveness across multiple users
