Publish packages to PyPI automatically using package version

To generate the docs in jetstream-config the jetstream Python package is required. Currently the package is published manually but it would be nice if new versions can get published automatically

I'm pretty sure the jetstream python package is no longer used to generate any docs. Should we close this or is there another reason to do this?

I think it makes sense to do this the same way we do metric-config-parser, if for no other reason than for consistency. I'll edit the ticket title to reflect this.
