build reruns/retriggers scheduled, fail and requested again in a loop

These builds fail permanently caused by a check-in. The mozci build retrigger requests at least the build-win64-aarch64/opt tasks.

1. There is a restriction which is supposed to prevent more than 15 build reruns.
2. A build should be only rerun once.
