Badge issued to email second time should still email #330
Per CSOL requirements, Open Badger currently doesn't trigger an email event for an issued badge to an email address that Open Badger already has issued badges to. We'd like to remove this behavior for non-CSOL installs.
I'm going to give this a shot in the next couple of days, FYI.
