Options button not displayed in the query source page

Steps to Reproduce:

1. Open the source page for a published query i.e. https://pipeline-sql.stage.mozaws.net/queries/185/source#table
2. Try to unpublish, archive the query

Expected results:

In this page an option button is displayed next to the save button, where the user can archive , unpublish a query show the api key or see the query versions.

Actual results:

The options button is not displayed

Build identifier: Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:57.0) Gecko/20100101 Firefox/57.0
Verified in FF57(Win7). Issue can be reproduced only in STMO-stage
