Adding a description for queries is no longer possible

Steps to Reproduce:

1. Open the new query page: https://pipeline-sql.stage.mozaws.net/queries/new
2. Add a description for the query

Expected results:

The user can click next to the query name and add a query description.

Actual results:

The user is not able to add a query description.

Notes/Issues:

Verified in FF61(Win7). Issue can be reproduced in STMO-stage

The good news is that this issue exists upstream and it's actually still possible to add a query description, the field for it just moved to the bottom left:
