[WIP] Add test case for typespec-azure pull request 3729

• Update @azure-tools/azure-http-specs from 0.1.0-alpha.38-dev.1 to 0.1.0-alpha.38-dev.4 in package.json
• Run npm install to update the lock file
• Build http-client-python package

• Add putFlattenUnknownModel test to sync test file
• Add putFlattenReadOnlyModel test to sync test file
• Add corresponding async tests
• Format changed Python files with Black
• Validate tests locally (start Spector mock server + run pytest)
